The Human Resources Division is part of the Enterprise Services Department and impacts many areas of the City, including some of the following: Benefits Administration, Employee/Labor Relations, Compensation, Classification reviews, Performance Management, Recruitment, and Selection. There are five collective bargaining units at the city that we support.

As a Human Resources Business Partner, you will have the opportunity to work and network with many different HR employees and experienced department personnel that have a variety of background experiences. Those experiences can prove to be unique and valuable toward career development and knowledge.
What you will do:
The Human Resources Business Partner provides a wide range of human resources consultative and technical assistance to all City departments and employees. Employees in this classification are responsible for administering assigned element(s) of the City’s human resources program including, development and maintenance of the classification and compensation system, performance management, design and analysis of salary surveys, organizational development analysis, employee relations, and labor relations.

  • Foster partnership with City departments to ensure collaborative working relationships in order to mitigate and quickly resolve issues, conduct research, identify growth opportunities, and on formulate recommendations for all levels of the organization.
  • Develop, implement, and monitor changes and revisions to policies and procedures.
  • Coordinate, conduct and prepare results of administrative or management studies that generate significant impact upon the organization.
  • Review processes, activities for adherence and compliance to organizational policy and federal and state laws and guidelines.
  • Evaluate assigned staff; bridge communications between management/ employees and our union partners and recommend and administer disciplinary actions.

What are the minimum qualifications?

  • Must pass the pre-employment background check.
  • Candidates maybe required to have an Oregon Drivers license and meet the City of Salem’s driving standards, depending on classification.
  • Bachelor’s degree from an accredited college or university in public administration, business administration, or a related field, and five years of experience in a human resources professional capacity, or any combination of experience and training that demonstrate possession of the knowledge, skill and abilities as listed, and ability to perform the examples of work.

Selection Plan:

  • Recruitment will close on 7/10/2023.
  • Application review will be from 7/11/2023 – 7/14/2023.
  • Interviews will are planned for the week of 7/24/2023 – 7/28/2023.
  • Anticipated start date will be 8/14/2023.
